No. You do not need a passport anywhere in La Frontera "Mexican free trade zone" which includes all border areas, and MOST, but not all travel routes between border towns. It extends down about 25 miles south of the border in MOST areas.
Check with the Mexican office of "Migraciones" or a local tourism office, if you decide to go outside Tijuana.
You only need a valid piece of identification from, any official government source in the U.S.A., Canada, or some European countries. However since California and some other states have started debates about issuing, official government ids to illegal aliens, it cannot hurt to bring your birth certificate or naturalization papers with you also.
Secondary Note: While you do not need a passport, it is a very good piece of ID, anytime that you leave the country. Just make sure you keep it separate from everything else, in like your sock or bra, in case you get pick-pocketed.

This past spring I only needed a US DL and birth certificate to go to Nogales (border crossing). This was only for re-entering the US and they never actually looked at it. However there are new regulations for 2007. Check out the website www.travel.state.gov for specifics. The way I understand it is a passport will be needed for air entry to Mexico but not for land entry i.e. border crossings until 2008. Hope this helps!

I think you can take your id and a birth-certificate...but your better off taking a passport because it's one document.

For everyone that is saying yes. You are partially correct. Unless you live outside the US or Canada you do not need a passport to drive in and out of Mexico until Dec 31, 2007. As of Dec. 31, 2006 everyone including US and Canadians will require a passport for flying and cruising. If you are If you are driving there you will need Mexico Insurance. http://www.mexbound.com provides information on all details about this.
