No, I don't believe so.Especially if you own a house and/or have family in Mexico. You need to go to the website below, fill out and print the visa application, call the number given on the site, make an appointment for a brief interview at the embassy. You must have a Mexican passport before applying for the visa. Good luck to you.

You must be able to prove that you have the finacial ability to support yourself in Mexico and reasons to return after the trip. Usaually a large sum of money in a bank account helps to get a visitor travel visa
