Don't know about schools, but I know San Miguel de Allende has some great bilingual day camps for kids if you want your kids to learn Spanish. They also have MANY language schools if you want to learn some Spanish as well.

Yes, you have to tell them that they're not from Mexico, you'll have to paid a tuition for each one.

Mexico has very good teachers, and the education is outstanding.
Plus Mexican people are very friendly.

I went to Mexico after my sixth grade and went to school there for two years it was great

yes they can learn there for free education is free in some cases from the the first grades to high school there is more advance in learning after the education change and is in lower level if you want pay for tuition (is more cheap... and exist many private schools with programs for bilingual students this can be very helpful in the future 2 languages is better that one! metric system is the base but almost know metric and standard...so is better too! no drugs in almost schools is a control about it... so probably better for teens.

if they can speak Spanish- not to be an annoyance, but Mexico is part of America. As is Canada and all countries in South America.

of course, education in mexico is a priority no matter if you`re from the u.s., japan or mars. just get tuition for the first months in case the children need it and a spanish intensive course, kids are more likely to learn faster. there are many private schools that are bilingual and also some that are english based only.
