Country: Estados Unidos Mexicanos = Mexico
State: Estado de Mexico, which capital is TOLUCA city and is the most populated state in the country, and is located (geographically) right next to:
City: MEXICO CITY (this is the most populated city in the country, but since we are not a "state" that's why Estado de Mexico is considered as the most populated) |

When all else fails (Since you were obviously asleep in Geography class) read a map! It is a country, it is a state within that country, and it is a city in the Federal District and the capitol of the country! Unplug the computer and read a book for Gods sake. |
