YES it is. just come down here I will hold your hand.

any body gives you any trouble, I will take care of it.

Andy
You should be safe, conflicts have taken place in the borders, between drug cartels and police.
Puerto Vallarta and all the Mexican beaches are really safe, and to feel safe just avoid lonely, dark areas. Ask your Hotel for tips on best transportation to go to other places or if they can call an authorized taxi for you.
But You really have nothing to worry about

The last time I was in Mexico was in the fall and I was in Cuernavaca, which is two hours south of Mexico City. I would not advise you to take unnecessary risks and to always be safe and alert, but I would not wish you to be paranoid. I believe that much of the reported violence occurs near the northern border with the United States because that is where the cartels wish to export their narcotics to.

Stay in a group and in well-lit and well-travelled areas and not do anything foolish like go to wild parties or place too much faith in complete strangers--would you do that in your home city here in the United States? It is even less wise in a country where you stand out.

I just got back yesterday and it was amazing! The drunk american/canadian tourists were the most dangerous part at my resort in all honesty, and we took several walks to the mexican town of Bucerias with no problems. Everybody is very nice and friendly there, but just have common sense like you would at home and all will be good =)

Keith B
If you will go make sure you stay in the resort area. You are not likely to have problems but be alert and aware. Don't take side trips and make sure your transportation is reliable.

Carry mace, perhaps obtain license for a handgun, and consider taking a few self-defense lessons before you head down. Avoid unbottled water and ice cubes as the water in Mexico carries bacteria you are probably unaccustomed to. Avoid drinking beyond the point of doing four function math problems even in the company of friends. Don't eat the bug at the bottom of the tequila bottle and have fun ;D
