You will find many brands of pasteurized milk in any supermarket or convenience store. If you are actually looking for fresh milk that is not pasteurized, you may have to travel to a farm or find a farmer who can sell it.

Yes, but at least in the state of Yucatan it tends to be the stuff in tetra packs. That stuff tastes OK though. You can find milk in a format more familiar to Canadians and Americans (that is milk that's keep cold and with an expiry date that not months away) in places like Sam's Club or Bodega Aurrera.
Again, not sure if this is the same in all of Mexico but it is true in the Yucatan State.

If you buy the milk in the store in a carton...then yes. If you choose to buy it from a local person who sells "fresh" milk, then no.
