im fom aguascalientes, but i don't speak english very well, so sorry.

First: $ 700 pesos its a low make. If u want to live fine, u need mor or less $ 1,500 at week. With 700 u can survive, but u will need eat low cost thinks (forget arracheras, pizzas or fast foods).

Second: about you house, maybe u need arround $200 o $300k pesos. With thath money u can build a really simple home. 2 or 3 bedrooms, bathroom, simple kitchen an paint.

Finally, the cost of rents for a house with 2 bedrooms in a low zone its arround $1,500 per month. If w want the same house in a better place maybe u need $2,000 to $3,000 pesos.

First 700 pesos is $53 US dollars. Can you live on that? I seriously doubt it. If he made 700 pesos a day, you'd have a tight budget unless you're living with family, but probably.

Second, unemployment is high in Mexico, and you must have a Work Permit from the labor department before you are allowed to work. Work Permits are very hard to get. If you can find an employer who will hire you and help you get the permit, the last figure I was quoted to get a permit was $500

I'm not familiar with constructions costs in Aquas so I' no help there.

As if this move happened over night? Have you not thought of calling the nearest Mexican Consulate so you can obtain correct information? Have a list ready to be answered, take a pen and paper with you.
Aguascalientes is more than 50% cheaper than say, San Miguel de Allende. 700 pesos a week, is really very little, but if you are practical, and go carefully using electricity, turning lights out when not needed, not using much water, or using a dishpan in the sink in the kitchen, and being careful with the propane gas and making your meals from 'scratch', you should be able to manage. Taking a US plated car is a problem, you cannot sell it. It has to be 10 years old to get it Mx.plated. If you run around in a US plated car the Mx.police will give you tickets constantly, like they do here in Mx. to the Gringos.
I moved here to Mx. but I found out all I could by going to the nearest Mx.Consulate. You may get conflicting information from other people. Lots of happy luck!

Minimum $10,000 dlls. I don't think you can live out of 700 pesos it's like 50 dlls a week.
Well it can take you a long time to make a house out of that salary

Housing:
Your husband will likely qualify for subsidized house from the government but the house will still be pretty basic. 2800 pesos per month is not much, with rent taking up much of his income.
