We get this question alot..............You will need and FM3 card from the employer. It basically states he cannot find a Mexican to do the work. He must also furnish proof of that search. Near impossible to find a employer that will do this. Near impossible for immigration to issue you a card.
The unemployment here is incredible as well. The most you can expect to make is around 20 to 30 dollars a day salary. Seriously !
Your spanish will also hold you back along with the other factors.

Mexico is a great place to retire , but work , NO

you can submit your resume to any University in Puebla.

private universities are hiring teachers with international experience
I recommend you send your resume or visit ar least the most relevant institutions in mexico such as ITESM (tec de monterrey) or any other private University, If you manage yourself to get an offer, the institution will get you a FM3 visa, so you can be hired as soon as possible, there are always job vacancies for people with post graduate education degrees in mexico.

Primero debes mejorar tu espanol, en puebla la actividad principal es la fabricacion de autos por parte de VW de ahi existen otras industias como la textil en cuanto a tu area de trabajo lo mejor seria en una universidad, probablemte la UDLA o la Ibero.
And remember improve your Spanish.

In Big cities of Mexico there still a certain construction boom, companies llike Sare, Homex, Atlas, Casas Geo, Casas Ara, Urbi, are making new development projects all the time, so maybe there you can apply and if you have a good resume they might hire you.

As about the Salary well it is low, but the better educated you are, the less difference of salary between the USA an Mexico.... For example, some one that just got out of a good college will end up in a big corporation job and in average the entrance salary is like from 1000 to 1500 usd a month, and some one with a master degree has more chance to get a real good job on those companies, I have a friend thats been working at Geo ( one of the companies the i mention you about) and earns something like 4,000 usd a month, he is got a managerial position and no master in anything but he got out of Universidad Ibero Americana 10 years a go.... here is a site that you can check how much is paid in Mexico . and is the largest site to look for a job in Mexico.

Contact the Mexican consult here in the US for that question and other questions that are important to ask.
Check out to see if there is a Chamber of Commerce in Puebla.
Finally, Google "Mexico", "Puebla, Mexico" and "Mexican consult"
