Rhino and Travel M have it EXCEPT Travel M is incorrect on the 90 day thing.
A tourist visa is for 6 months.
I wanted an FM3 card but dont want Mexico with my financial status so I just reurn to the US every 6 months, and return back for another 6 monmths on the tourist visa. I know a few more expats here that also do this.
FM3 card is near impossible - employers dont want the hassle to " sponser" you. Plus unemployment is so high.
Please understand that even a computer guy will only make 100 pesos a day As Rhino said , thats why they are coming to the US.
His passport ios his ticket back to the states - no worries. The legal work status is his barrier that is a nightmare and impossible to get.
Dont lose your tourist card ! You will need it should he ever return home ! They will ask ! Ive heard its a 3 dollar a day fine if you gopast the 6 months.
Better to retire here...................

To live in Mexico he has to get an FM-3 visa. It's easy to get if you're a retiree with Social Security and pension income over $1200 per month.
If he has to work to live, he needs an FM-3 Working visa, but that has to be applied for by the employer, with a letter saying that he can't find a Mexican with these skills.
If your friend thinks he can just pull into any town and find a job, he'll be surprised--there are not enough jobs for all the Mexicans (which is why so many cross the border to the states).

He needs to learn to research this himself. Of course there are rules and regs that are important to know and follow

i live in mexico so i can tell you all you need is a valid passport to go back and forth. when you enter the country, immigration will give you a 90 visa which will allow you to stay legally. if he wants to work then he will need to obtain a FM3 visa which is most likely provided by whatever company hires him. Or, he can apply for one himself. i would go to the immigration office of the city he plans to reside in to get the full info on what you need to apply for this status. I am too sure about this.
