My worst experiences have been in Houston (my wife's purse stolen in a restaurant of a brand name hotel), Füsen, Germany (Attacked at night by a gang) and Paris (Wallet stolen in metro). Traveling is usually costly, you are vulnerable because you don't know the place and thieves are very aware of "Innocent" tourists.
It is illegal in Mexico to drive with no bumper or back mirrors (besides it is very dangerous!), you will have to replace parts to keep driving.
Try a local new parts warehouse (usually cheaper than new car shop) and by no means buy used parts (you will promote robbery).
Next time leave you car in a guarded parking, Guadalajara, like most big cities (6 million) has good and bad neighborhoods, imagine you are in New York, Chicago or LA, some places are safe, others can be dangerous.

Insurance won't cover this because most probably the parts aren't as expensive as the "deducible" payment you would have to make before they get these parts replaced. Of course the consulate isn't going to help you either, what could they do? You can go to the police and report it, but there's no way they can know who did it and get the parts back. So you will have to go get them replaced at the car retailer / service provider and stop leaving your car on the street.... try to leave it at public parkings (closed) instead.
