By plane or boat, it's much easier to enter Mexico with one. To re-enter the United States, you will need proof that you've applied for one.

No however if you are flying to Mexico you will need a passport to get back into the US. If you have applied for your passport and not received it back yet you can travel with your Gov issued ID and a receipt from the State that you applied with.
As of Jan 2008 everyone will need a passport to leave the US, wether you leave by car, boat, air, or walk across the border.

You do not need a passport to go to The US Virgin Islands, (St Thomas, St John, St Croix ) or Puerto Rico they are US territories.

First you never needed it, you just needed your birth certificate. THEN they changed it that you DO need a passport. But once again things have changed. As long as you can prove that you HAVE APPLIED FOR A PASSPORT, you can still go. you may need to show them proof that you have applied for a passport. You can find the application for everything on the state department.gov website!!

Ok...to be perfectly clear. At the present timeyou do not need a passport to travel to Mexico by LAND. You do need a passport to FLY to Mexico. If you have applied ( or do so quickly) and your passport wll not get to you on time for your trip, you can travel without the passport IF you have APPLIED, have your RECEIPT, and FOLLOW the instructions for the "flexibility " program on travel.state.gov. Beginning as early as Jan. 2008, you will need a passport for alll modes of travel to and from Mxico.

If you are planning to travel beyond the border city you should really get one, plus you will get less of a hassle coming back to the U.S. if you have a passport in hand.
