Puerto Vallarta - Best Restaurants? Also, anyone taken Scuba Certification there?

We're headed to PV in less than 2 weeks now and were hoping for some opinions on a couple things:

First, what do you think the best restaurants are? We're staying at an all-inclusive but want to go out and eat in town at least once. Doesn't need to be something cheap but also doesn't need to be 5 star fancy food. Just looking for good food, good drinks and good service - although a nice view would definetly sway us one way or another!!

Second, we've been wanting to get scuba certified for awhile now and are thinking of doing it while on vacation somewhere nice (better than diving in a quarry here). Has anyone had any experiences with the dive shops? Really love to hear from anyone who got certified there!

Hello,
I like to give you two options. Both restaurants are owned by same person Mr. Alberto Perez. Both are our favorite restaurants. One on the beach, one on the hill.
Please do not believe what Mexkimo is telling you about the Perez Family. Obviously he was working for them and he got fired.

La Palapa Restaurant. (Breakfast, lunch, diner).
Right on the beach, perfect view of the ocean and beach. Beautiful restaurant. (they will set a table on the sand if you ask them in advance). Reservations required. Phone 222 52 25.
Best for sea food and Mexican cuisine. First class, a must.

La Vista Grill. (For dinner)
On the hillside with the most spectacular view of the city of Vallarta.
Best for sea food and Mexican cuisine. First class, another must to experience.
Reservations required. Phone 222 35 70.

give you two restaurants, Cafe de les Artists at night, at Downtown
and for Cheap, try "El Coleguita" for sea food has many locations but the best will be on the Marina.

The Marina has an excellent view and also a good variety of restaurants
don´t missed.

I'd be very cautious of getting any certification there on scuba. I'm not saying you can't or shouldn't, just be cautious.
There have been numerous instances in Mexico where tourists are "certified" for scuba only to find them selves in dangerous and life-threatening situations for which they were not properly prepared or trained for by the certifying instructor. A few have even died. Although, I heard and read of this more often in Cancun and Cozumel.
One time I was in Cabo and the resort had this young fellow come in with his girlfriend to show anyone that was interested how to scuba. About 6 or 8 of us thought it would be fun so we donned tanks and swam around one of the larger swimming pools after about 5 minutes of lessons. Then he handed each of us a paper that simply said "Scuba Certified" and that he signed. After that it was a sales pitch to van up north a ways the following morning to scuba where a lot of manta rays are known to be. All for the low cost of $100 USD.
I thought it more prudent to pass the opportunity up and I believe the others did, also.
Just be real careful.

Get certified at home and then you will be able to dive as soon as you get there. Why waste vacation on learning how to scuba dive when you could actually be doing it?

Well the best place i can think of is Paradise Burger! It is in the downtown area next to the beach and its nice, because u can hear the waves while u eat. If you like animals and the jungle, you should check out the zoo there. My uncles are the owners of there and right now they have a baby lion that u can play and take pictures with. The Bengal tiger, White tiger, Pumas, and black panthers are pregnant right now so they might be born by the time you go.
