Must be reasonable in price, < $3000, for two.
Good diving, snorkeling, at the resort or very close.
Good food, drinks and all-inclusive.
We are not doing this to stay sober!

Grand Oasis Riviera Maya is an excellent resort, not to far out from anywhere. Is all Inclusive and has really nice facilities and friendly staff.
For Diving.. try Ben Mooney from Mayan Aqua Dive... www.mayanaquadive.com and ask him about the diving.
There is actually a tour operator in the Hotel close to the Concierge desk who will be able to assist... but haggle with the prices, as they can often give you things a little cheaper than they offer publicly

Does your $3000 include airfare? For how many days do you plan to stay? When do you plan to go, as prices depend on whether it is high season?
Check out the Playacar Palace...runs about $200 pp/pd and is high end AI; all food, beverages, tours and tips.
Although if you are going for the diving I would recommend the Cozumel Palace; Palancar's the second best reef in the world after the Great Barrier in Australia; also with the Palace Resorts you can resort-hop, so you could always take the ferry over to Playa del Carmen and spend the day at the Playacar Palace, or vice-versa.
