Rockin Mel is correct. The exchange rate is now about 15 pesos for each dollar. If you spend dollars, they'll probably calculate the price at 10 pesos per dollar, because that's easier for the clerk to do in her head. And they'll make a profit when they take the money to the bank.
Also note that all ATMs are not created equal. There's a scam where the bad guys put a false front on free-standing ATMs and collect cards and PINs from unsuspecting users. Trust ATMs in bank lobbies or attached to a bank. Try to avoid free-standing ATMs in out of the way areas.

If you spend Pesos you will generally get a better price.
Many places rip off tourists with the exchange rate so you are better to just withdraw pesos from a Mexican ATM and spend them. Take USD for the airport, taxi ride, whatever until you find an ATM.

The smart thing would be to exchange your dollars to pesos at places that give you good currency. You will get so much more money if you do that because the dollar is way more than the peso right now. However, you should just exchange what you think you'll use because you dont want to be left with pesos since it would take more pesos to make a dollar.

The only thing I would warn you about is that in the smallish town I go to they refused to change bills less than $100

Bring your US dollars over there in Mexico and you can change them into pesos there.

US dollars are accepted almost everywhere. Just know that the Mexicans love to bargain. That is a normal thing to do in Mexico.
