Isn't the age requirement in Mexico 18? Yes, under normal circumstances he would be asked for ID. However, what happens in Mexico isn't always Normal.

He will not have any problems getting booze here. Store vendors don't really care, plus it's not like in the States where you actually have liquor stores. Here any little or big store sells alcohol.
I've even seen little kids buying cigarettes just by saying "It's for my Dad"... Sad but true.

The legal age in mexico its 18 but tourist do pretty much whatever they want here so probably he is not going to need the id

I think this is a bad idea. Most teens are not mature enough to handle alcohol, which is why it is illegal anywhere in the U.S. under 21. Also, the laws in Mexico may prohibit it. You, I mean your friend should not even try this
