See site below and read under "Entry Requirements...the section on MINORS to see that the notarized letter is Mexican law. you may or may not be asked to show it, but if you are asked and do not have it, you will be sent back.

I just return from from a Trip to Mexico. All require before September 1, 2008. Is two forms of United States government issue I.D. (picture) Returning you will need to have your ID in your hand. Don't let customs have to ask for it. They will get a little annoyed or upset. After September 1, 2008 passports will be required. No notarized letter needed. You might want to bring a copy of your birth certificate for assurance since you are 17.

Yes, you need your passport, as you are flying. (Note this is not the airline's policy, it is the policy of the US government.)

And yes, you are required to have a notarized permission letter.

A minor traveling unaccompanied by his or her parents must carry a notarized letter signed by the parents authorizing the travel.

Yes, you need a notarized letter even if your parents are divorced. You have to have permission from both to travel outside of the country. You also must have a passport.

Have both ready and there will be no problem.

When my son was 16 he went to Mexico by himself with me. We had to contact his dad to get a notarized letter giving him permission to travel out of the country with me, his own mom! At least now he is 19 and goes on his own.

You need a passport, but I would bring a notorized letter just in case as you don't want any issues - most likely they won't ask for it - but you are still a minor

You can travel to Mexico without a passport if you have a legal (gov issued) photo id such as a driver lic or id card and your birth certficate. Later this year the law changes and you will need a passport. You just need the id so you can return - going it is not a big deal

If you are flying you might need the passport - that is generally the airlines policy, check with your airline.
