Mexicans are from Mexico and the Spanish are from Spain. They are from two separate countries, they each have their own separate nationalities, and they have separate citizenship because Mexico won its independence from Spain after having been a part of the Spanish empire. It is quite similar to the difference between the United States and the United Kingdom. The Mexicans are not "Spanish" simply because they speak a dialect of the Spanish language any more than people from the United States are "English" simply because they speak a dialect of the English language. .

And no, in general most Mexicans are not from Los Angeles although that city is a popular destination for many Mexicans that have immigrated from Mexico. Most Mexicans are from the United States of Mexico which borders the United States. Very few of the Mexicans living in Los Angeles are even the descendants of those who were living there at the time of the U.S. annexation of California. Most immigrated to Los Angeles much later. Maybe you disagree if you are a radical member of MeChA or subscribe to the ethnocentric Aztlan ideology, however...
