There are MANY varieties of FM3...it CAN have a work permit attatched if you meet the reequirements, but that is NOT automatic. FMT is the 180 day tourist card. FM3 is for living in Mexico and is good for one yr at a time. After 5 years, you may apply for an FM2. See article below.

ANSWERER ONE IS WRONG, on a FM3 you cant work, I have one and I was told that it is very illegal to work with it. Its the FM1 that you can work with. FM3 is for residential purpoeses.

F.M 1 is the last of the documents you will need and you dont have to apply. you start with a F.M.3. FOR AROUND 5 YEARS AND THE SAME FOR f.m.2. Then if you wish you can get an F.M1 but it is not required as you are considered an "Imigrado"

An FMT 1 is a tourist visa for people traveling to Mexico. Although this Visa can potentially be valid for 180 days, it is at the discretion of the Immigration officer.
Normally the time period is related to the purposes of your journey. Usually the visa is approved for a maximum period of 90 days if you arrive in Mexico by plane for a vacation, after which it can be renewed for an additional 90 days at any Mexican Immigration office.
If you are crossing the border in an automobile you can request the full 180 days. There is no guarantee that the full 180 days will be given.
What do I need to get one?
Proof of citizenship - this can be either a passport or a certified copy of your birth certificate accompanied by a photo ID. A passport is the document of preference
Be prepared to fill out the information requested which includes your place of birth, your destination and the reason for your visit.
Frequently business visitors, sales representatives, counselors whom conduct business
in the Maquila Industry or other business throughout Mexico
