I believe that it is eighteen double checking my sources at http://www.travel-mediainfo.com/General-Mexico/134360.htm
However, through special permission you can drive under that age. Its quite different from the United States laws on driving. Also, sometimes you get your hands cut off for speeding, especially if you are on a motorcycle (haven't heard about that lately though). The laws are strict. You must obey the speed limit and all road rules otherwise severe penalties can be put into place. It is actually scary to drive in Mexico because of all the uncertainty and drugs going on there.

It depnds where you drive.
Cops and all there won't bother you away from town but closer to town there are laws. This I know from one of my highschool teachers who got pulled over there for speeding. As far as other stuff, I don't know
