Dos Playas, it's centrally located ( around KM 9.5 ) cheap and now has 2 pools and an actual entertainment staff. It's clean but old but great on a budget.

Well, depends on what "budget" means to you.... I don't know what you're willing to pay, but I stayed at the Continental Plaza (Boulevard Kukulcan, Km. 11.5) and it was ok, nothing too fancy but more affordable than most of the all inclusives (and the program is optional). |
