I will say TELCEL is the one to chose, Why? because it has the widest coverage in México. And if your cell phone works with a SIM card just unlock your cell phone in your country and buy a SIM card in México at the "Servicio al Cliente" Store, ask for the "AMIGO KIT" that is how they call the pay-as-you plan in this company, so they will do it all in the same day, and is more likely that you will find someone who speak english there and will clear all your doubts. They have refill card for 100, 200, 300 and 500 pesos, I am not sure but I think that even of 1,000 pesos, if you plan to use this phone to comunicate with your family in your country, I recomend you to text message them you have that service with the pay-as you-go (international) you just have to dial 001 before the number (area code) + 7 digits number. I know that some people there in USA unlock cell phones for 20 dlls. So you arrive to Mexico with your cell phone unlocked, and the only thing to worry about will be to find the "Servicio al Cliente" of TELCEL store, because they don´t unlock cell phones, they will want you to buy one of theirs. I actually use to study in USA and I had a cell phone there, when I came back to my country I just unlocked the cell phone and bought a SIM card, and had work perfectly. It depends... if you want cheap tariff Movistar is the best, it has a pay for the second plan.
If you want to download tones, images, sweepstakes, etc. You can go for Telcel. They have the largest selection of mobiles. With Telcel, the minute costs $1 (MXN) either if you're calling another Telcel mobile or a fixed line.
Personally I have Iusacell, but it's service and coberture isn't as good as Telcel.

a motorola one, nokia, or maybe a samsung, but if ya need to get one here, try a cheapest company, like Unefon or Iusacell, they got good rates, but cells are expensives, another one (pretty good but expensive rates) is telcel, gots a full covering thru mexico...and chapest cells

one of the cheapest companies is MOvistar, is nice and is growing, but maybe it doesnt have a lot of mobiles
