This is not only true for Mexico but ANY country. The BEST exchange rate will ALWAYS be at a bank INSIDE the country you are going into. The trick is, the MORE you exchange, the LESS it costs you to exchange it and, you may even be able to negotiate both the exchange rate and the cambio charges.
