I would probably change the lack of security along the border towns, it is such a beautiful country with so many things to offer. From natural resources to amazing tourist attractions, but if the face of the country to the US is to "dirty" it is said that such an amazing country get the perception it gets.
The border towns are great places too, with so much industry, up until a few years ago, Tijuana was the city that produced more televisions in the entire world! It's number 2 now I think, but these are some great stats. The Tijuana/San Diego border is the most crossed border in the entire world, which has to do with the amount of commerce, legal and illegal. Alot of good stuff in Mexico, but I would change that border town cartel on cartel violence, it's too bad and sad.

The corruption has to go. They are loaded with natural resources that they mis-use, or don't use at all.

I'd love to make that all in the higher levels in the government be paid ONLY WHEN THEY REALLY SOLVE THE PROBLEMS THEY MUST ATTEND, LIKE CORRUPTION, SECURITY AND POVERTY, that the political parties and some unions like SNTE (teachers union) didn't receive those huge quantities of money and eliminate all the insulting privileges they have. Did you know that Mexican senators and congressman are the second best paid in the world, just behind the USA? And that's nothing compared with all the money and privileges they get and don't tell.

The corrupt government and I wish it was easier for foreigners to find work in Mexico.

removing corruption and impunity will do a lot since is the source for the rest of the problems like insecurity, large drug cartels, concentration of wealth in few hands etcetera.

I will increase also Education, not only school wise but more civility specially among the people from the center of the country, like respecting traffic signs, not burning trash or trowing trash to the side walk, and other things.

One thing, and one thing only. I would change the perception, the deep belief, that the system is stacked against them, that they cannot really improve their government. It's the age of Kicking America, yet the wonderful Mexican people could learn a thing or two from us. America became the land that attracts so many from all over because we are a people who won't take no for an answer, particularly from their government.
