hello!
the best time in my opinion its spring, cause its warmer, without any threat of hurricanes in the summer (although its pretty warm all year). As well be aware to go not in the high season cause everything will be more expensive and its a very touristic place.
Now.. a lot more people have enjoyed better Playa del Carmen in Mexico. There are a lot of things to see on the peninsula, depends on your mood, Tulum can also be interesting for the beaches next to the pyramids..

Cancun is tropical all year round and the weather is pretty much the same. The only time you should avoid it is hurricane season, which peaks in August and September |

I don't know about the best time, but I would suggest you get a hotel as far south on the penisula as possible. The farther down you go the better the beaches and the clearer the water. |
