the 3 poorest states in Mexico are Chiapas, Oaxaca and Guerrero.

speaking about Municipalities, the 3 poorest ones not only in Mexico but in whole Latin America, according to UNO reports are located between Guerrero and Oaxaca and are: Cochoapa el Grande, MetlatÃ³noc and Tlacochistlahuaca. that are located in la the are known as "La MontaÃ±a" and are rural and indigenous.

LaÃn Coubert already answered the question. Officially MetlatÃ³noc is the poorest municipio in Mexico where only 5% of children born there live to turn 18 years of age. There's no paved roads (oh, but the mayor does have some nice trucks though he can't drive them anywhere), analphabetism is like 80%, virtually no medical care and an etc etc etc of sever problems.

Forget Africa, there's more than enough severe malnutrition in these regions of the Americas to make people cry. Part of the problem with places like MetlatÃ³noc being the way that they are is because there's no roads to communicate them to the rest of the state. I'm sure there's tons of doctors that would do community service to these areas if they could actually get to them without walking in the mountains with medical equipment for 5 days to get there.

There's plans from the mexican government to make a paved road to reach the town though I don't know if the road was finished or not. Hilariously, leftist political opposition whined that the government wasn't doing anything to help the village claiming they don't need a paved road. Ahem! It's kinda hard to carry boxes of medical equipment by hand for several days in mountaneous areas.

Yes there are specific geographical places that have higher percentages of poverty, but this question doesn't make sense. Maybe if you elaborated on exactly what you are asking and for what purpose, you might get a more accurate answer.
