Definetely Mexico City, last winter our minimum was between -2 to 5 °C (28.4 to 41 °F) and our maximum was between 12 to 15 °C

In Acapulco and Ixtapa our maximum was their minumum, their max temp was from 25 to 30 °C (77 to 86 °F), almost the same on Cancun.

Mexico city is very high up there and is by far and away the coolest
Acapulco and Ixtapa have almost identical weather.(Humid)

Cancun not too bad but quite hot.
I read somewhere that D.f. is at 7000 ft and Cuernavaca has spring like conditions all year is at 5000 ft elevation.
As you know the temperature @30,000 ft is minus 30 or 40 degrees.
All the other cities in your question are at sea level.
I would prefer to spend the Summer in Cancun as opposed to Acapulco because of the slight difference in humidity.
I spent yet another winter in Acapulco and Dec temps were 30 -32 and cooled to 24 and Jan is warm during the day and cooled off to 18 degrees.
It has snowed in Mexico city in the past and gets very cold at night

Mexico City is at 7200 feet the coolest of the three cities and one town you mention. The otheres are at sea level so they are warmer all year. Mexico City gets quite chilly in the winter, but with global warming this winter was reasonably mild.

Mexico city is very high above sea level, so the hottest it gets is late 80´s in the hottest day, most of the time the city has a 65-75º f all year long. The other citys like ixtapa and acapulco are hot al year long but never above the mid 90´s

Cancun is the hottest of all since it can reach 100 degrees just before rain season.

mmmmm...non of the above...

mostly are tropical countries...

but for winter....RUSSIA is all year winter and snowing (dry and wet winter)...
