Which city of Mexico is the safest?

I'm going to study Spanish in Mexico next year. I have to choose my first and second choices where I want to study. My first choice is Guadalajara, but I don't know another city I should put on my list. I think Mexico City is danger compared to other cities. Do you think where is safer? Thanks.

The Ghost
As far as safety is concerned of the big cities, Monterrey, Mexico is the safest. It is a center of industry and therefore requires safety so as to attract investment. Guadalajara and Mexico City are very important cities in Mexico, They'd be like the New York and Washington DC of the states, but the bigger the city the more dangerous it probably is, and that goes for most of cases anywhere in the world. If you're serious about your education as well, I would recommend going to Monterrey, they also have a great nightlife and two or three really excellent schools. I personally studied in Monterrey, Mexico and did all of my university education there at Tec De Monterrey.
If you're looking for a safe city with a great party experience, you're probably good by going to cancun, just for the same reason as monterrey, they want things safe in certain areas to boost tourism, but it's not as safe as you think the more you go to the outskirts.
After having traveled to over 50 cities in Mexico, I think that safest big city is Puerto Vallarta, people tend to be more openminded and generally happier, even moreso than the majority of Mexico, a happy people as it is already.
Puerto Vallarta has several direct flights to it, which is another plus, and the only thing that I would question is if it's big enough for you to find a school there that deals with your school's program.
So in synopsis, if you have to choose between Mexico City and Guadalajara, Definitely pick Guadalajara. If you have a choice between the big three in mexico, Mexico City, Guadalajara and Monterrey, pick Monterrey. If you have more choices available to you, I would pick the smallest of the Big Cities, as is the case with a place like Puerto Vallarta, cool beach area, good touristy places, and safe friendly people. (Does get kinda hot in summer, though)

Xalapa
Guanajuato

both cities are very large. as in any city stay out of the bad parts. ive visited both and have never had a problem.

Statistically, Merida in the Yucatan state had the country's lowest rate of violent crime. I haven't seen an recent data to contradict that but the last time I saw that posted was about 3 years ago. It may have changed but I doubt it.

The cities with the most schools are Cuernavaca, San Miguel de Allende, Oaxaca and Guanajuato. All are safe. While Cuernavaca by far has the most Spanish schools (over 50), it is the least interesting of the four.

If you are not talking about going to a Spanish language school, but to a university, I'd choose Guanajuato or Queretaro. The first is a small city (around 70,000) whose layout is unlike any other place I've seen. It is full of tradition and very lively especially at night. Queretaro (650,000) is a **** and span, well-run city with a large colonial center.

I like Guadalajara, but I like the other two more. Like all large cities, Guadalajara has some areas that should be avoided. One language school in Guadalajara that I know of, is in Tlaquepaque, a safe area.

Hi!
Colima State is a really small state in the west part of Mexico, close to the Pacific Ocean. The capital of the state (also called Colima) was the safest city in the country in 2008. We have a really good university (www.ucol.mx) whoch has some great programs so you can learn spanish. It's a really nice place to live and is in the middle of the state.

In Colima you can get some places very similar to a forrest and one hour later you will be in the beach (Manzanillo or Tecoman).
