I don't totally agree with that. A lot of (rich) gringos have settled in several areas in Mexico and have improved conditions for the poor people in their area. Case in point: in the city of San Miguel de Allende, people open their fancy homes (villas) to tours on Sundays. Anyone who wants to take the tour pays a fee to the Biblioteca PĂºblica, and the monies are used for becas (scholarships) for poor rural students to attend private schools and colleges. The becas are about 500 US dollars, which is an enormous amount of money in Mexico.
BYW, gringos opened that library, which is one of the largest libraries in Latin America. Many gringos volunteer their time and donate money/books to keep it open.
The rest of the city has two very small bookstores. Aside from the library and the bookstores, it is extremely difficult to find books in that city!

The rich only care for the rich in Mexico. For the rich to do something about problems in Mexico that would mean they would have to give up money and power. Who wants to do that if life is already good for you. Mexico needs a revolution for it to fix its problems. |

USA and Mexico both have poor people. The difference is that around 20% of Americans are poor and in Mexico is around 50%... which in fact, if you see it in absolut numbers is practically the same.
I think the best way to try to find the answer is by start thinking first of poor Americans, mainly in the Southeast of the country, laces like Missouri, Louisiana, Georgia. Or like the beggars in big cities like NYC, LA or Phillys.
Why is it that the richest country in the world cannot disappear its own poverty?
You will find out that there are several reasons, but then you'll discover that there are some factors that are similar in several countries. For instance, in both USA and Mexico, the current economic model does not help break socio-economical patterns. The system is created in such fashion that encourages the rich to get richer and to feel better about it. Everything is around status: The more money you show, the better you are treated.
That applies in several industries and in several communities. Hence, it is more important for both countries to show an "aspirational" social class -in this case, upper class-, than to create a middle class. If you revise the economic models of the successful countries where poverty has virtually disappeared (Norway, Denmark, Switzerland, Luxembourg), one of its main characteristics is that it promotes middle class and makes sure everyone has the same obligations and rights.
