I used to live in California, but i moved here to Mexico some times ago. Specifically, Juarez. A border town, and THE most dangerous city.
the thing is, when people know they are in trouble, they go to the USA because the people that they are in trouble with, won't get them in the USA.
They respect the rules over there, and won't do anything.
So that's why a lot of people flee to the US.
So they won't get killed, basically.

¿Contesté yo que usted pregunta bien?

I take it you do not really speak English but you did not say which way the person would be going. Is it from the USA to Mexico or from Mexico to the USA?
If it is from the USA to Mexico they know that the police can't cross the boarder.

usually it is bank robbers, drug dealers or someone that has committed a crime where they will go to jail for a long time. i do not blame them have you ever been to Mexico or south or central america. you can easily disappear and start a new life with no problems. Mexico is not as bad as you may think yes it is definitely not america but for example my wife is from peru, and i live in Baltimore. when i am in Baltimore i do not go to the west side of the city to hang out because it is crime ridden, well if you go to mexico do not go to a crime ridden place there either it is common sense. Mexico is not that bad nor is south america do not listen to the news they only report negative things.

Ahh, we're doing this in Geography.
It might because, if the mexican police are on a person in mexico, and they cross the border to the US, the Mexicans can do nothing about it, It's the US police's problem. But sometimes the US police get notified and they get cought even if they go over the border.

If they have committed a capital offense like murder and the penalty could be the death penalty in the state it was done, Mexico will not extradite you until the prosecutors office signs papers that they will not seek the death penalty.
They also could possibly believe that being in a foreign country is easier to evade police or detection and since Mexico is so different from the US (unlike Canada in many ways), they think they can hide down there a lot easier.
