Yes Tijuana is a kinda a dangerous place, many points of the city are controlled by drug dealers called "carteles", that fight usually between them to have more power, involving shootings and also the mexican army is fighting against this "carteles".
+ As Tijuana is located in the border alcohol, drugs and illegal fun is cheaper than in USA, so for many years Americans cross the border to party.
+ Also there's a lot of poverty in the city as in all Mexico, so there are a lot of problems caused because of that.

That's a very big overview about Tijuana, but also consider that if you visit it and don't have deals with the carteles and avoid going out of the touristic area, it can be kinda sure, of course it is a city for people that like risks.

Drug cartels (carteles in spanish) are criminal organizations developed with the primary purpose of promoting and controlling drug trafficking operations. They range from loosely-managed agreements among various drug traffickers to formalized commercial enterprises.

I have to agree that media hype has really hurt Tijuana and Rosarito business, if spring breakers move over to the east and permanent residents and vacation visitors stop coming many more shops will close and more people are out of work. I've been robbed in Chicago and assaulted in Aix en Provence, you just have to be careful. Baja is a great place to visit. Party animals stay out.

It's not just T.J. but all the border towns!
Drug Cartel, Poverty, Desperation, Crime, Corruption, Kidnapping for ransom, forced prostitution or other Human Trafficking is a sad reality also. Yes there are nice people and wealthy people there too. But if you are not well traveled and street-wise in a traveled kind of way, this is not really a safe time to go. Not knowing much about the situation is the best reason not to go. Getting informed as to the reality of drug crime and human trafficking should deter you from going. Especially while you are young. But even as a middle or older age it carries risks, especially in the getting mugged or kidnapped if you look affluent. It's just too easy to become a target right now. Weight a wile till things get more under control.

Its very dangerous. Kidnappings, people getting shot in the street, etc. The drug cartels have taken control of the area.

Border towns on the mexican side has always been a part of something that you will not do in the states, like in the prohibition of alcohol on the 1920´s. tijuana boom with bars and illegal boos traffic.

On the Mexican side there is a lot of people who wants to cross to the USA, from all over Mexico and even central america, china and other parts, Tijuana is their bridge, some cross and achieve their dream, some others are deported with nothing but their clothes, and stay in tijuana to wait for another chance to cross to the USA again.. that waiting some times takes more than one generation, more than 30 years or simply they become comuters between the two countries.

So crime is always been present, and poverty is a common ground since every day more poor people comes looking to cross to the USA and if they don´t they simply stay at Tijuana.

The people in Tijuana could say the same negative things about parts of Los Angeles....any city in the world is safe to visit provided you follow the local laws, use common sense, and stay out of the shady places.

All parts of Mexico have petty theft problems, I was robbed several times while working in Acapulco.

Tijuana gets its reputation because so many marines go there to party while on leave and there are bars/prostitutes that cater to them, these places are easily avoided.
