If you are staying at an all-inclusive resort, yes I think it will be enough. We always plan on $100 a day per person for fun. it really depends on what activities you want to do. Bring a credit card too.

It all depends on how many people are going with you, if that money is j¡only for you, then it might be enough, may be you won't have enough for night life in Cancún but I guess you can survive. I'd suggest to adjust your budget |

650dlls is roughly 6500pesos (a bit more, but just to give you an idea)
If you don't have a hotel yet (as in with your plane package or whatever), then it's gonna be tough. Maybe a bit impossible (sorry).
But if you do, it could be a bit easier.
Transport is very cheap, especially buses (except from and to the airport).
Restaurants downtown, or away from touristic areas, are affordable and you can find some really good ones. Stay away from the hotel zone, that's a lot more expensive, almost double.
Now, if you're the party type and want to go to clubs and bars and things like that then you'd be spending about $50dlls a night...if not more. It very much depends on the place you go, the time and the day (some days they have specials).
I'd definitely try to get more money.
