Not yet, but if you are going very far inland and would have to fly back, then you will either have to have a passport or proof that you have applied for one. Why take a chance, apply and then you will eventually get one when the backlog is caught up.
Let's all hope that you do not have to return in an emergency, but that is what an emergency is all about and cannot be planned ahead of time. So just do your planning so that if it does arrive you are ready.

nope and you also dont need one by air no more they got so backed up with passport applications that they are now allowing to fly to the US with out a passport for a limited time while they get back on track |

I cross the border several times a month by land and my driver's license is always sufficient. I have a passport but it is easier to enter with a driver's license. I have never seen them ask for a birth certificate. |

Not now, but you will need one next year.

When I came back into the US from Juarez, Mexico, I was in a van with a bunch of other Americans (and we all looked like we were from the United States, as opposed to from Mexico). They just opened up the van door and asked our citizenship. We all had the appropriate ID in case but they never asked. Some people did not have a passport so instead they had some form of ID (ie. driver's license) and a notarized copy of their birth certificate. |
