Cancun itself has a tight launch area due to the hotel zone..Isla Blanca is the spot to be(20 mins north)--cool lagoon, shallow and flatwater paradise- perfect for kiting.
I hear Puerto Morelos is pretty good, but check with the locals about regulations in that area.

not good, it might rip or destroy your kite, or the winds might be too strong and it could take your kite away from you and it will land very very very far way from where you are. . . . .
