Under the Western Hemisphere Travel Initiative (WHTI)

The proposed implementation timeline has two phases:

* Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.
* As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory. U.S. citizens returning directly from a U.S. territory are not considered to have left the United States and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island, and the Commonwealth of the Northern Mariana Islands.

Travel Documents for U.S. Citizens Under WHTI

Under the proposed implementation plan, the following documents will be acceptable to fulfill document requirements:

* U.S. Passport: U.S. citizens may present a valid U.S. passport when traveling via air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda, and may also use a U.S. passport when traveling via sea and land borders (including ferry crossings).
* The Passport Card (also referred to as the PASS Card): This limited-use passport in card format is currently under development and will be available for use for travel only via land or sea (including ferries) between the U.S. and Canada, Mexico, the Caribbean, and Bermuda. Similar in size to a credit card, it will fit easily into a wallet.
* DOS and DHS also anticipate that the following documents will continue to be acceptable for their current travel uses under WHTI: SENTRI, NEXUS, FAST, and the U.S. Coast Guard Merchant Mariner Document. As proposed, members of the U.S. Armed Forces on active duty traveling on orders will continue to be exempt from the passport requirement.

Background

The Intelligence Reform and Terrorism Prevention Act of 2004 requires the Department of Homeland Security and Department of State to develop and implement a plan to require all travelers, U.S. citizens and foreign nationals alike, to present a passport or other document, or a combination of documents, that denote identity and citizenship when entering the United States. Congress amended portions of the Act in 2006. The Western Hemisphere Travel Initiative is the Administration’s proposed plan to implement this mandate.

The goal of the Initiative is to strengthen border security and facilitate entry into the United States for U.S. citizens and legitimate foreign visitors by providing standardized, secure and reliable documentation which will allow the Department of Homeland Security to quickly, reliably and accurately identify a traveler.

Routine Services (Form DS-11)

Age 16 and older: The passport application fee is $67. The execution fee is $30. The total is $97 .

Under Age 16: The passport application fee is $52. The execution fee is $30. The total is $82 .

The passport application fee includes the $12.00 Security Surcharge, which became effective March 8, 2005.

Methods of Payment -

At Our 14 Passport Agencies -

Both fees and the surcharge are combined into one payment to the ''U.S. Department of State'':

* Credit Cards – VISA, MasterCard, American Express, Discover
* Debit/Check cards (not ATM cards)
* Checks (personal, certified, cashiers', travelers'), money orders (U.S. Postal, international, currency exchange), bank drafts

Note: If abroad, U.S. Embassies and Consulates accept the foreign currency equivalent, or a check drawn on a U.S. bank.

At our over 8,000 Passport Acceptance Facilities -

You pay the passport application fee and the security surcharge to the ''U.S. Department of State'' and the execution fee to the facility where you are applying.

For Passport Application Fee:

How Long Will it Take to Process a Passport Application?

Updated Processing Times

February-April is the busiest time of year for Passport Services, with Americans planning spring break and summer trips. The best advice is, “Apply Early!” Or even “now’” if you might be checking out deals on airfare or hotels outside the U.S.

If you are traveling or need your passport in order to get a visa within the next 10 days, please call us at the National Passport Information Center or use the link below to check the status of your application online.

If you have already applied but will not need your passport within the next two weeks:

Don't worry, please!!! There should be no need to contact us at this time. Our goal is to make sure that no one misses a trip. We have added staff and are working overtime across the country.

Checking the status of your application: You can check the status of your application online. Currently, it is taking up to 1 week for Expedited Applications and up to 3 weeks for Routine Applications to be tracked online. Please allow that much time before contacting us to check on your application.

***Expedite Service: As the resources that Passport Services has put in place to meet the challenge of increased passport demand become available, the timeframe for Expedite Service has changed as follows:

If you submitted your application before March 23, 2007: It was taking 3-4 weeks and possibly longer if it was a renewal by mail without “Expedite” marked on the mailing envelope.

If you submitted your application after March 23, 2007: Currently, it takes 2 weeks from the application date to receive the passport. It may take longer for customers who apply for a renewal by mail without “Expedite” marked on the mailing envelope.

Normally, Expedite Service takes 2 weeks to receive your passport from the date you applied. If you haven’t received your passport and are traveling within the next 7 days , please call or email the National Passport Information Center.

NOTE:

* THERE IS NO CHARGE FOR AN APPOINTMENT AT A PASSPORT AGENCY. CUSTOMERS SHOULD NOT PAY ANYONE OR ANY BUSINESS MAKING SUCH A CHARGE.
* Passport Agencies assist customers with urgent travel needs (generally if you are traveling within 2 weeks) and require proof of departure.

If you want to get back into the United States you do. If not have fun...

If you need to fly within 3 weeks then I suggest you take your birth certificate and drive into Mexico then from there take a plane to your destination area in Mexico..If not then get your passport expedited (60 extra) you should recieve it within 2 to 3 weeks...

If you fly between the US and Mexico, then you will need a valid passport in order to return. You can still cross the land borders using other proofs of citizenship, like a US birth certificate plus photo ID.

One option for you might be to drive into Mexico and then take a domestic flight.

Otherwise, you will have to apply for a passport. Yes, they are taking about 10 weeks to process, at the current time, due to the new passport requirement. You can pay for expedited service (check the passport office's website) and a new application is taking in the range of 2-3 weeks.

it doesn't take 3 months. seattle will get you one in about 2 weeks...as long as your willing to pay like, 3 times the regular price.

normally...it takes around 6 weeks. you don't get one at the post office, you can pick up the forms there. then you go to kinkos or something for the pictures. you can also get all the forms online. go to www.us.gov and find the correct link. it will explain everything.

There are few options.

First of all, 50 miles south of Mexico does not call for a passport, so look at where you are going. If its just to Baja, then you're fine.

If you go through the state, you can rush it. It costs about $60 to do it, but you'll get it in three weeks. I think the post office can do it that way too but you'll have to check.

Never fear! Money makes things happen! Some people can get a turn around in 1 week!
