There is no work permit rule for Indians or Nepalese in both the countries till now. Hence, if you have a job offer by any company or organization, you don't need to have permission from the respective government. You can start the job without any problem. However, to apply for the job, citizenship certificate is required and they accept their own citizens (especially in governmental or similar jobs).
