Any National other than Indian National requires visa to enter Nepal. Nepalese also can enter India without taking any visa. If you are not Indian National but are residing in India also you need to take Visa to Enter Nepal. Visa can be obtained from Embassy of Nepal, Consulate General and Honorary Consulates or upon arrival in the airport. But if you are from Nigeria, Ghana, Zimbabwe and Swaziland then you will not be provided visa upon arrival. You need to take visa before landing in the airport

I really do not know the answer, but I believe any nationality except Indians do need a visa for Nepal-- but they can be received at the airport upon arrival.
