Build infastructure-roads, bridges, and airports-then you can accessing the natural resources that any country has. Make use of all that land.

It doesn't have much in terms of natural resources, so it should focus on the tourism aspect. It could also take advantage of its location in terms of space travel (high, barren locations make great rocket launching sites) or telescopics.
