There is nothing called 'free' calling either from land line or cellular phone to any destination in the world. There are few services who offer 'free' calling only to American or European countries paid by their advertiser or receiver. Hence, instead of looking 'free' look for cheaper or budget call to Nepal. The price vary from the country you are calling from. Example, if you are making call from England, BT gives you certain free minutes which you can also use to call Nepal (check with your service provider and their service). If you want to make call from other countries, there are different VOIP based computer dialing programs with low rates.
About a year there was a free call service provided by Gizmocall (just for 5-10 minutes per call). I don't think it is providing such service anymore. https://www.gizmocall.com/
