Only Indian Nationals are exempt from visa while visiting Nepal.

Passport is must for all travelers except the Indian citizens, who require driving licenses, voter registration cards and other documents issued by recognized government agencies. And other citizens require to have visa as well (citizens from south asia are exempted visa fees) which is granted to citizens from most countries upon their arrival at the airport or other points of entry.

Passport defines a person like his citizenship and provides information of place and time of birth. It is not the country u go it is for YOU and even these days you must have or carry it....so i recommend PASSPORT.
From INDIA to NEPAL during day-time we can cross the border near GL(with out passport)....
