You know how the time changes are in the world... well in most states and cities the hours are just different. but in Kathmandu, Nepal the hour and minute it different. for example: if it is 3:10 am CDT (central) time then it is 1:55 pm in kathmandu, nepal.
Because Nepal is situated in that place where Neither India's Time nor Bangladeshi time match. It is in between them. It because of Latitude.

I got your point. You may be referring to unusual time differences between cities. Yes, the usual time differences between cities is on hours (1, 2, 3 hours and so on) basis and in some cases it is of 30 minutes. But Nepal's time difference is of 45 minutes. It is odd but it is like this. Nepal's standard time is +5:45 hours to UTC/GMT.
