He is true. The cost of living in Kathmandu is getting expensive everyday. However, the exact amount might differ depending upon the living style and the number of persons in a family. Just to calculate the expenses for an average income family with four persons (Husband, wife and two children):
Room=5000
Food=24000 (800 per day)
Transport=2000
School fee for children=10000 (5000/per child)
Other costs(cloths, festival, medical)=5000
Total=46000

That makes 576 usd. That must be good earning family. For Nepalese standards, that's a huge amount. There are families not earning this in a year.
Maybe he means that's the amount a family needs to live comfortably..
