2. the quickest way
3. the safest way
to travel from Kathmandu to Lhasa

For your questions,
1. Cheapest way is to take a bus from Kathmandu to Lhasa (check the schedule, there is a bus service from Kathmandu run by Shaja Yatayat)
2. Quickest way is to take a flight from Kathmandu - Lhasa
3. Both are safe but due to long journey and ups and downs in bus, flight could be safest.
