I was there for 3 months in the fall of 2004.
The best times of the year to visit are the spring and the fall (fall seems more popular for trekking as the air is drier and the views are clearer). I believe the monsoons are from June through September, and the winter can be too cold for some, especially if you are trekking.
When I was there, it was very safe for foreigners even though the U.S. State Dept. had a do not travel advisory because of the Maoist insurgency. They did have a travel strike on the day I wanted to travel from Kathmandu to Chitwan, but that was merely inconvenient, not dangerous. Now the political climate is different, but I still haven't heard of any hostility directed at tourists. No one can guarantee your safety, but I would go if I had the chance.
By outfitters, do you mean trekking agencies? I did all of my trekking without agencies, and I would recommend that to anyone who asked. You can hire your own guide/porter if you wish, but all of the major trekking routes are well traveled and documented in a variety of guide books. You will also find other people who want to do the same treks and can form your own impromptu group.
There are a lot of great things to do in Nepal. I did a lot of trekking, sightseeing around the Kathmandu valley and Pokara, and a trip to Chitwan, and a lot of meeting people and making friends. I do wish I had made time to do a rafting trip. I heard really good things about rafting in Nepal. There are also some extreme sports to be had, like one of the highest bungee jumps.
