It depends on where you are. In Kathmandu, the capital, many people dress similarly to Western countries (jeans, sweaters).
In the countryside, it is more common to see women wearning long skirts. Keep in mind that most of the population work in the trekking industry in some way or another. Therefore, trekking apparel is very common. I bought a long cotton skirt at a market there which I wore in hotter weather. When it was cold I wore khaki pants with thermals underneath. Men don't often wear short pants, and women never do.
