In Delhi you can go for YMCA Hostel
As for Kathmandu, I don't have ideas about Hostels. There are number of Hotels in which you can get rooms @ 400-500 Nepali Rupee if you avoid the tourist areas like Thamel. I cannot guarantee whether you will like their service though.
Anyway, don't drink tap water in Kathmandu. It's very bad and may cause you stomach problems. Always use bottled water.
