I am assuming that you are playing a Pokemon Pl/Di/Pe.
To climb Mt. Cornet to get to Snowpoint City, go to Celestic Town. Head to the left, and you'll see a rocky cliff and stuff. Keep going and there will be an entrance to a cave. From there, you should be able to bash and move the rocks with the HM skills obtained from other Gyms. You'll head up (northish) and there'll be stairs. You'll lead into a tunnel which is really foggy. You don't need defog; just keep going up.
Or if you want to climb Mt. Cornet to get to the legendaries, go to Oreburgh City. Go north and you'll see that "mudslide" thing you'll have to get over using your bike. Get over that, and go to the right. Keep going till you see a cave entrance; this is where you met the Galatic Leader the first time. Instead of going around the water, go onto it. You'll see a rocky incline which needs Rock Climb. Get on that and you'll be on your way to capture that Legendary! :)
