There is no hard and fast rule that Nepal's prime minister must visit India first. In earlier time, being the first neighbor, India used to be the first to invite Nepal's prime minister. Being a good neighborhood, Nepal used to visit India first. The situation this time is little different. Neither India became the first to invite nor there were such special events/issues to visit India first. Since, China was hosting Olympic game and invited representative from Nepal, Nepal's prime minister visited China. One should not consider this as first or second. It is the situation that created the environment to visit China first. Nepal is free to choose its visit to any country in the world, one should understand this.
