It is an "Origin"
Surveyors use it for the precise measurement of the land. All of the country from the Bombay Hills to North Cape is measures as so many links or metres north, south east or west of the very centre of this monument/trig station on mangawhau/Mount Eden. It's used as the basic backsight when surveying with optical instruments and no survey can be done without a backsight, hence the term 'origin'.
You will see othe trig stations all around the country, usually on a very high point. They are all tied back by measurement to the original, be it Mount Eden or in Wellington it's mosaics on the floor in the entrance foyer of the Dominion Museum in Buckle Street.

Living Legends. Still Rockin On!
They fixed it??? Excellent!
