Stay in Paihia. Its right beside the sea and has great motels and cafes.
From here you can do boat trips, visit some great historical places and enjoy a day trip to Kerikeri where there are lots of food and craft places to see.
There are also lots of all day bus tours from Paihia up to the top of the country via Ninety mile Beach - its awesome!!!

It does rather depend on whether you like some action or to take things quietly. There is very good fishing there (Marlin if I remember correctly) and on the opposite end of the scale there is Waitangi which is where the Treaty of Waitangi was signed, the meeting house you can see and the flagstaff. Not much else but there is a terrific view from up there!
