Yes, it is techically illegal for a US citizen to buy them even in a country where it is legal. That being said, you won't be watched while you are overseas.
And I don't know how MasterPython can state categorically that most of the Cuban cigars in Canada are fake - that is not exactly the truth. You will find fakes in tourist areas (Niagra Falls and the like), though......

In the larger centres there will be a tobacconist who will sell you Cuban cigars.
It is illegal to advertise, so you may have to find out by word-of-mouth.
You may find them listed also in the Yellow Pages.

If you are American it is technically illegal. But the US is the only place in the world that bans them. I know that most of the Cubans in Canada are fake, New Zealand might not be much better.
